Washington Capitals Early Years The Washington Capitals were founded in 1974 as an expansion team to the Eastern Conference of the National Hockey League. Owner Abe Polin built the Capital Centre in Landover, Maryland for the Capitals and NBA Washington Bullets to play. The first General Manager for the Capitals was Mitt Schmidt.The Capitals inaugural season was the worst in the league at 8-67-5. The first year was difentely a learning experience for the expansion team. The second season wasn’t much better for the Capitals as they lost 25 games in a row.
